BOID is responsible for planning, programming, coordinating, estimating, scheduling, and evaluating resources for accomplishment of work by DPW. Engineering Work Management and System Branch (EWMSB)
EWMSB coordinates and tracks Service Orders and Work Orders for maintenance, repair and minor construction of Reserve Centers, on-post facilities, utilities and grounds. All customer requests are sent to Operations & Maintenance Division or Quality Assurance Branch (QAB) for execution.
Quality Assurance Branch (QAB)
QAB administers all the construction and service contracts including the funds coordination request for each contract. We coordinate projects between customers, contractor representatives and government related organizations. In addition, we monitor the progress of projects and perform inspections to ensure quality of services and compliance of contracts requirements. Once the project work or service is completed, the process of certifications of invoices is performed through the WAWF system.
The Master Planning Office develops and maintains Real Property Master Plans, conducts Real Property Planning Board meetings, provides Major Construction Programming Services, provides maximum utilization of Facilities Services, provides Real Property Accountability Services, grants use of Army Real Property and disposes of Real Estate, Facilities, and Real Estate Interests, at Fort Buchanan. The office establishes the Real Property vision IAW the Strategic Plan, data on existing conditions, goals and objectives related to the vision, the Future Development Plan, as per requirements, and the Master Plan, as per these five components.
Fort Buchanan has integrated its Environmental Management System (EMS) Installation-wide activities, with sustainability initiatives and refers to the ISO 14001:2004 conformant EMS, as the Sustainability and Environmental Management System or SEMS.
Our goal is to fully establish Army Strategy for the Environment (Army Sustainability). Our commitment is to protect the natural, cultural and human resources, while promoting pollution prevention thru the continual improvement of environmental management technologies, implementing energy and water efficient controls and complying with all applicable laws, regulations and Executive Orders. The Fort Buchanan Energy Conservation strategy seeks to support the mission by ensuring energy security and modernizing its infrastructure while conserving water, energy and controlling utility costs, whenever possible.
The DPW Engineering Division provides essential professional engineering services to the Fort Buchanan community in a prompt, responsive, courteous, safe, efficient, and cost-effective manner, while anticipating infrastructure problems and needs. As a Division, it strives to plan, design and build quality public infrastructure in a manner that respects the environment, promotes the occupational health, and enhances the ability of Fort Buchanan to adequately preserve those assets for succeeding generations.
The Engineering Division is a technically advanced, customer service-oriented organization that commits to our mission, enhancing the quality of life of the Fort Buchanan community while striving to continuously improve our operations and pursuing the goal of collective excellence through personal and collaborative efforts.
The primary mission of the Operations and Maintenance (O&M) Division is maintenance and repair of Real Property and to support and enhance the quality of life of our soldiers their families, employees and tenant units at USAG-Fort Buchanan and USARCs Island-Wide.
O&M Division has a sizable portion of the Public Works (DPW) mission and consists of the following shops: Carpentry, Metal, Paint, Roads & Grounds, Preventative Maintenance (PM), Pest Control, the Engineering Equipment Maintenance and Motor Pool, Electrical, Plumbing, Air-conditioning and Heating. Additional tasks, such as new construction, fabrication, maintenance or repair of non-real property items and exercise support, can be performed if the diversion of personnel and equipment does not deter from the primary mission.
The Housing Division strives to provide the best housing service to all Armed Forces members on Active Duty and DOD Civilians. There are two residential areas located at Fort Buchanan, Las Colinas and Coconut Grove, totaling 90 dwelling units. They include two, three and four bedroom units and are from 1100 to 1600 Square Feet. The Housing Division also provides Housing Referrals Services to those members looking to live Off-Post. Since Puerto Rico is considered “overseas”, every service member that is on active duty for more than 31 consecutive days and lives Off-Post is entitled to Overseas Housing Allowance, (OHA), thus its process starts at the Housing Division.
